Removed outdated information about Windows support (#7971) 
Newer versions of Telegraf for Windows do not appear to support using WMI query patterns as values for the "pattern" option. Regular expressions appear to be the only patterns now supported.

* Procstat: don't cache PIDs

Changed the procstat input plugin to not cache PIDs. Solves #1636.
The logic of creating a process by pid was moved from `procstat.go` to
`spec_processor.go`.

Cameron Sparr c7834209d2 Major Logging Overhaul 
in this commit:

- centralize logging output handler.
- set global Info/Debug/Error log levels based on config file or flags.
- remove per-plugin debug arg handling.
- add a I!, D!, or E! to every log message.
- add configuration option to specify where to send logs.

Jared Biel ab54064689 Procstat input plugin - functionality for overriding of process_name (#1192) 
Being able to override the process_name in the procstat module
is useful for daemonized perl, ruby, erlang etc. processes. This
allows for manually setting process_name rather than it being set to
the interpreter/VM of the process.
